A user who has full control can't add a user into sharepoint group on.

However on a different site collection there are able to add a user into sharepoint group. What could be problem for this and how do i solve it.

The issue can be with the browser. Just change the browser to IE and try adding user, hopfully this will work as you mentioned that user already having the permissions to add users.
