I am working on an on-premises sharepoint 2013 farm. and inside this farm i found the following settings regarding the User Profile Synchronization service:-

• From Central Administration >> Services on server, the "User Profile" is started
  
• but the "User Profile synchronization service is stopped

now although the User Profile Synchronization is stopped, but i have many users who have already created their own my-site, as follow:-

so my question is what will be the benefits if we start the User Profile Sync service ? will this make any differences inside the users' My-Site ?? could this for example auto populate some data inside the my-sites about the users from active directory ?

Profile synchronization is used to synchronize user and group profile information that is stored in the SharePoint Server 2013 profile database with profile information that is stored in a directory service or business system.

For your circumstances, when the sync service is stopped, the existing MySites also could work, however, if the profile information is changed in AD, the change will not be updated to SharePoint, also not be updated into MySite profile information.

And for new users who haven't synced to SharePoint and had no user profile, the users will be unable to create MySite.

So, considering the above, I suggest you start the User Profile sync service.
