we tagged documents using the "tags and notes" option, as per the below screen shot.i am not able to find the document using Tag name. 

also enabled the "Search, Refine, Query, Retrieve" options for the Tags managed property to crawled property 'ows_taxId_MetadataAllTagsInfo'  and  ran full crawl. but still i am not able to search the tagged documents with tag name.

To the best of my knowledge the Tags and Notes associated with a document can not be used to retrieve a document.  Also, be aware that Tags and Notes are a deprecated feature that has been removed from SharePoint Online and SharePoint 2016.  In general you have to re-enable it to use it in SharePoint 2013.  One of the reasons for that is that Microsoft has implemented several other Tagging methodologies since SharePoint 2010.  I believe the Tags managed property is associated with those Tags, and not the ones in Tags and Notes. I've seen lots of people complain about this over the years and have never seen a solution to the issue.  Since MS has deprecated the feature I would suggest looking at the other ways to Tag documents with Enterprise Keywords or a managed metadata column and avoid using Tags and Notes entirely.
