Currently one sql server, which is hosting development and production databases same sql server. So i need to prepare new database sql server for development and configure all development databases from existing sql server to newly creating server.

When the SharePoint environment was created did you use a SQL alias?  If so, then you can just backup and restore all the databases for the development environment to a new server and change the SQL alias on the dev server(s)..  If you didn't use a SQL alias then do the same thing, but create a SQL alias locally on the Dev server using the name of the old SQL server and point the alias at the new SQL server.
