I have modified default template of SharePoint Library by adding quick parts and mapping it with document library multiple line of text.

So that if we upload document then value will be updated in respective columns and if we edit the column using "Quick edit", it will be modified in document also.

This is working fine but the only problem is I have multiple line of text with Rick text so my HTML tags are appending when i do "Quick edit " and add bullet points.

we have requirement that we need bullet points.

is it so that exactly bullet points are required. Is it possible in your case to use e.g. asterisk or dash for list items:

* item1
* item2
...

In this case you may set SPFieldMultiLineText.RichText property of your multiline field to false and disable html formatting there.
