No matter the resource group, I cannot create a new resource outside the South Central US location.  I'm trying to configure failover for my web app and database and when I attempt to begin the configuration, it asks for the alternative server, so I try to create the new server in another location and it will not allow me to select another location.  It says:

As for Azure SQL Database, there is a Geo-Replication configuration process to set-up inter and intra region fail-over capabilities. In your case, are you attempting to set-up a fail-over capability with the Azure Web Apps service? If you have documentation you are following, can you reference it here so I can understand what process you are attempting to follow.
