When you sign up/purchase a new subscription, you get a welcome email. When you cancel a subscription, you get a notification email for the same. These emails are sent to the subscriptions admins. However, there are no email notifications sent to directory admins such as global admin of the tenant. With Azure AD reporting you can gain insights into how your AD environment (Cloud) is doing.
