I have a list that has an existing three state workflow attached. New functionality and customizations were requested, but there is still a use for the three state functionality, however, not to start at creation. I'm wondering if there is any way to manually start the workflow from the custom workflow. I'm trying to use the Start List Workflow action, but when I try to select the 2010 List workflow, it is not showing up in the dropdown. I've tried every permission I can think of, I'm a site administrator, and the workflow is active with manual start. Any suggestions?

"Start a List Workflow" starts a List workflow based on the SharePoint 2010 Workflow platform of SharePoint Designer, not SharePoint 2010 OOB workflow templates. So, you are unable to start your Three State workflow using "Start a List Workflow" action.

You can change your Three State workflow setting, and in Start Options, set it to "Allow this workflow to be manually started by an authenticated user with Edit Item permissions". Then you can start the workflow manually via selecting an item->the ellipsis next to the item->Workflows->[your Three state workflow].
