In 3.5 using a state machine, you could effectively create global operations by placing them at the top level of the state machine.  One example of this might be to always allow a comment operation, while processing a purchase order.  Is there any way to duplicate a global operation in a 4.0 workflow without having to mimic a state machine?  Following the above example, I need the comment “Receive” to be callable at any time losing the position in the part of the workflow that is approving the purchase order.

Is Parallel activity what you want? One branch is Receive activity, the other can be approving the purchase order activities (it should be able to go idle, otherwise it is executed like sequence.)
