We are trying to set up a SharePoint 2013 site. Which has only FBA users and the site will be in the default zone. None of the internal users wont access the site. In this scenario, for which license i need to go for?

as long as you have NO content that's reserved only to internal users (which doesn't appear to be the case) then you should have a SharePoint Server license for each server in your farm.
