Hi every one, i''m a young programming still coming up. i am trying to create a web application, but my client requirement is based on users accessing the application.

This is what they want?
Board members – read only
Employee – expense claims, payslip, leave records
Cashier – Employee + submit invoice for approval, receive/spend money,
Payroll officer – Cashier +create and manage payroll
Benefits officer – Employee + manage employment benefits
Accountant – full access to all accounting functions
HR Manager – Employee + add, manage employee records and benefits
Sales Manager – Employee + full access to all sales functions
Procurement Manager – Employee + full access to all purchase functions
Financial adviser – Accountant + ability to publish reports
CEO – All functions

I am trying to implement this but i find it very difficult to know where to start from.
And also how can i create a user and costomize what they can access in the application?
