I have tried suggestions from this site but I still can get it to work. I don't have Site Collection Administrator access, I am only just an Owner. Also, I cannot see SharePoint Desinger Setting in the Site Setting. I did try to access it manually through /_layouts/SharePointDesignerSettings.aspx and saw that the last 3 settings were unchecked. As suggested in this site, I checked them. It asked me to send a request for approval - I did. However, the request was sent to me by email. I have tried approve it myself by giving Full Control to myself many time. The last 3 boxes still unchecked. What do I do? Please kindly suggest.
