In addition to what I told you in my comment to the question: I just realized that what you want simply makes no practical sense.

The PDF editor really does not make sense because PDF is… not designed to be edited. You should consider PDF as the media similar to paper. You print on paper, but never use paper as the source of new edition of the document. You only read document on paper. The only reasonable way of using PDF is having some editor with different document format, and PDF used only for export, to make the final document readable for all users. If this is what you decide to do, use, for example, iTextSharp:

A PDF viewer certainly does make sense, but it does not mean that you need to create any.
