It depends what do you mean by properties. With a platform as a Service (PaaS) you have less power over the platform than in Infrastructure as a service (IaaS). Azure SQL is provided as PaaS, so there is less to configure than IAAS model where you have the installation of a SQL server on a virtual machine. If you need more power for the SQL instance in Azure SQL you have to add more DTU power.
