I have a DB in Azure SQL Database that needs to be moved to SQL Server on an Azure IaaS VM.

Another option is to use SQL Data Sync to replicate the data from SQL Azure to the SQL VM, the migration may take less or more but once the database is fully in sync you can switch connection string, stop replication and cut down SQL Azure.
