Traffic Manager Redundancy Question

Hi there,
I've got a q regarding the availability of the traffic manager service. There is confusing information about the internet, I hope someone can clarify this for me.
The recommendations for redundancy in the below link suggests traffic manager can fail, and to have a backup service in place. However, if traffic manager is globally deployed, what specifically does it take to fail? I know when we deploy a profile the meta data is pinned to a region, I assume this means the meta data is "active" in a region but is still replicated globally.
People on stack overflow are also confused.
The question is, if this is a global service, what does it take for it to go down? How come Microsoft recommend a backup service for a globally deployed service, surely this would require some epidemic global failure? What specifically is the weak point in this service that requires a backup service to be provisioned?
Any online company would be crazy to and cannot provide 100% SLA, it's 99.999% therefore they have to recommend a backup.
Joe
