I have the exact same issue. Tried both with Windows Server 2008 R2 and WIN2012 and get the same error. Did you find a resolution to this?

Both my installations had SharePoint installed on them before trying to install WAC (SharePoint was uninstalled prior to attempting installing WAC), so I am guessing there might be remnants of SharePoint being the root cause. I have not tested on a fresh OS install in the same IT environment yet. It does however work fine to install WAC in a separate virtual DEV environment (have not tested on a DEV with a removed SharePoint installation).
