I migrated a VM from one tenant to another and tried to add it to Azure AD but the VM has the OLD tenant ID associated with it so I keep getting an error that the APP ID doesn't match the tenant ID. Is there a way to change the tenant ID associated with the VM?

I understand that you had an Azure VM which was joined to a particular tenant . As per your comment it seems it was Azure AD joined and now you are trying to join it to another Azure AD tenant. Please use the command dsregcmd /debug /leave if you are using windows 10 else you can check the section in this article https://docs.microsoft.com/en-us/azure/active-directory/devices/faq#q-i-deleted-my-device-in-the-azure-portal-or-by-using-windows-powershell-but-the-local-state-on-the-device-says-its-still-registered  for further ways to disconnect from azure AD .
