I am trying to provide admin privileges to a user, and receive the message "Invitation Failed.  Failed to invite <user> to the <directory>".  This happens when trying to add the user to the default provider subscription.

The user I am trying to add is a Guest on a directory to which I have enabled multi-tenancy.  The user is able to authenticate and use the tenant portal, but I'm not able to give them admin privileges because of this error.

If you are unable to add that user to the AAD Tenant, it is usually due to a lack of permissions on your end (it is unlikely this is the case in your scenario) or due to a restriction on your existing tenant.

Many Tenants have Email or security restrictions that only allow existing users to be added in some circumstances. To get around this, you can make a new user for this person to use on the Admin portal, or you can find what restrictions are on the tenant and work around them.
