Thanks for reporting this issue. I can repro the same, and observed that even though an error is not returned the negative keywords are not added. In other words the upload silently fails. I would have expected either a) ignore the negative Id since it is not needed or b) return an error.

I'll reach out to the feature team to confirm the expected behavior for negative Id. Either way though, you should not specify negative Id for this scenario. Negative Id would be applicable if you are also adding a new ad group. In that case the Id of the Ad Group should be negative (e.g. -5) and the Parent Id of the Ad Group Negative Keyword records would be set to the same Ad Group negative Id (e.g. -5). In this case you already know the ad group Id so negative reference IDs are not required. In general negative Id is only needed if you want to refer to the entity later in the same bulk file. It is not necessary to refer to the Id of an Ad Group Negative Keyword later in the same file e.g., because Ad Group Negative Keyword is not a parent of any other record.
