The Build a Team functionality in Project Server 2013 allows to Build a Team within PWA. Does this functionality allow a user without edit rights (Including any addition permissons) to the project to be able to add a resource and assign a task in PWA.  We have a user that wants to build the team in PWA and does not want to use Project Pro  They are not owner of the project.

No the user need to be able to edit the project, as you need to edit the project in order to use the Build Team functionality.
