From the documentation: Maps and navigation for Windows Phone 8

The new Maps APIs in Windows Phone 8 are different from the Bing Maps available in Windows Phone OS 7.1. The Bing Maps control is still supported in Windows Phone 8, but is deprecated. Typically, the only time you should use the Bing Maps control is when you upgrade an existing app from Windows Phone OS 7.1 to Windows Phone 8.

If you want to share your map code between WP7 and WP8, you'll have to use the WP7 Bing Maps in both. Here's documentation for the WP7 Maps: Using the Silverlight Map Control on Windows Phone 7
