I want to develop a new Silverlight application for a system based on Windows Embedded Compact 7 on an industrial PC (x86 platform with an ARM Cortex and a DRAM of 512MB). I have read a lot of posts on MSDN forums, but I didn't understand very well what type of softwares I need. I mean, in order to develop my application:
1. what version of Visual Studio I have to use? 2008? 2010? 2012?
2. what version of Silverlight I have to use? Expression Blend 3 + SketchFlow?
3. where can I buy the Expression Blend software? It seems like it is no longer available on Microsoft stores...

If you want to WEC7 you have to use VS 2008... if you want to use WEC 2013 you have to use VS2012 (but WEC 2013 isn´t released yet, but in Q2 2013)
