I am admin for TFS 2015 environment . Environment does not have a build server and not using labs. Environment consists of 2 servers : 1 server with TFS and SP Foundation and 1 SQL/RS/AS server The team projects are based of a high customized template that did not upgrade to 2015 (was customized in 2010 version) which are inside one collection mapped to a db. In order to test the template upgrade, I am wondering if I can copy the existing customized team project collection (or backend db) to a new team project collection and rename it, obviously mapped to another db on the same SQL server, my issue is I do not have another server or dev to use this is why I am trying this.

We could not move the team project collection to another project or move team project between team project collection, unless you split the team project collection like the following link and delete the team project in the old team project collection:

If you want to use the custom template in the new team project collection, you just need to download the template in the old team project, and upload it to the new team project collection. There is no other method to move the template, also move team project could not move the template.
