This issue is as old as there is a search in Visio. I had this with every OS Version (XP, Vista, 7, 8) and every Visio Version (2003, 2007, 2010, 2013). Basically, I have never ever seen this feature working on any machine. Recently I have installed a brand
new W8, installed Office 2013, applied Service Packs. Nothing else.
Search does not work. I (again) checked all the "useful" hints I could find, no way.
Now I am sure that this feature is simply not implemented in Visio, and Microsoft should admit that.
Stop desperately searching for a solution, you will not find any.
