Yes, Visual Studio Enterprise with MSDN, Visual Studio Professional with MSDN, Visual Studio Test Professional with MSDN, MSDN Platforms, and all Visual Studio cloud subscribers can download and deploy one instance of Team Foundation Server 2017.  These same Visual Studio subscribers are granted a Team Foundation Server 2017 User CAL to be used within their organization.
