I am a Senior IT Administrator in a IT company ,

我们已经购买了30台全新的Windows 10 OEM笔记本电脑。

We have purchased 30 brand new laptops with Windows 10 OEM activated .

我们希望使用WDS将其降级到Windows 8.1。

We would like to downgrade it to windows 8.1 using WDS.

Which makes us losing windows 10 license, Can it be re used ????

I am not a licensing authority but quick answer... OEM licenses are tied to the hardware and system that you purchased from the OEM. So you cannot re-use the license on another computer even if you did downgrade it or even bought a whole new license.
