We're unable to determine the correct way to upgrade our current TFS Standard Edition Volume License to the 2017 version.  This is upgrade is required because we also upgrading to SQL 2017. I've checkout the MSDN Licensing Guide and a myriad of other sources, without success. I currently have 31 VS TFS Licenses all with Software Assurance that run through March 2020.  We also have a dozen VStudio MSDN licenses.

     Is this for TFS or VSTS?  What are you trying to license?  Both TFS and VSTS use different licenses based on user role and use case.  For example a simple stakeholder doesn't require a license where as a contributor would.  A contributor might be someone like a developer and they would also need a Enterprise, Professional or CAL to contribute to and consume packages.
