It is my understanding that Expression Web 4 can be used to edit sites created by FrontPage 2003, although it will not create any new pages using FP specific features.

I have a website created using FrontPage 2003. it uses the shared Borders feature of FP. I have top and left borders that are common to all of the pages.

I know that I need to convert my site away from FP borders and move to use a DWT. However, I need to update the site NOW and don't have the time right now to do that conversion.

I have used Expression Web many times to edit & update the content of pages in my site. Usually without any problems. However, every once in a while I find that after editing a page with Expression Web, and saving and reopening it, the page has become corrupted. The corruption is always the same: a copy of the left border (and sometimes the top border) appears on top of the content of my page. Sometimes it is just a single copy, and sometimes multiple copies.

Most recently the problem has been more severe: as far as I can tell every page in my site has such a corruption, even pages that I have not edited.

I am assuming I can fix these pages by editing the HTML code on each page and deleting the code that displays the borders. However, it is not clear to me exactly what code should be removed.

The nature of the corruption is so consistent that I would assume that others have seen it and have dealt with this problem and can give some guidance as to how to fix these pages.

This is known.  Shared borders need to be removed before editing the site with EW4, since it can mess them up.

I hope you are working on a local copy of your site, not your live site, so that you have an uncorrupted copy on the server to download.  If you still have your copy of FrontPage, that would be a way to make changes until you get rid of the shared borders.
