Is there a field in the Project Server RDB for the most recent baseline at a task level?

No, there is not a "most recent baseline," only Baselines 0-10 as you've seen.  Any one of them could be the most recent.  Even defining a business rule to decide what constitutes the "most recent" baseline could be challenging.
