and the expert told me that the sensor restarts because there is delay between when the application is requesting frames and when the runtime responds. The watchdog ensures everything is running at the right framerate and if things are consistently off it will restart.

It is uncommon to see this on systems that meet the minimum/recommended requirements listed for Kinect for Windows SDK:
