for live streaming, i have epiphan vga to usb frame grabber and logitech usb webcam.

If I'm understanding your workflow and request correctly the short answer is no I'm afraid.  It sounds as if you're attempting to take 2 separate A/V sources and either capture or stream their output concurrently in a split screen fashion via the Encoder. Via Expression Encoder, that is not supported.
