There are a few SkuManager exception threads here but I was unable to find a solution to my issue.

I'm using Win7(32 bit) with IIS7, VS2010 and a fully licensed version of MSEE 4pro to encoded h264/aac files. I was able to successfully create a console app that would encode a given test video file.

I then migrated that code to my ASP.NET application on the same machine by copying the SDK .dll's to the BIN directory and making the appropriate references to the SDK .dll's in the project. After implementing the same logic in my ASP.NET application and a successful compile I attempted to run my application and received a SkuManager exception with an UnauthorizedAccessException whose message states:  Access to the registry key 'HKEY_CURRENT_USER\SOFTWARE\Microsoft\Expression\Encoder\4.0' is denied.
