I have a intel dual core 1.86 Ghz radeon x1650 series old pc and I try to record a fullscreen video, i tried on 10, 15, 20, 30, 60 fps and on any of provided bitrates and it lags as hell.

The EE Screen Capture feature requires both decent CPU and GPU to correctly capture full screen. The x1650 was a mid-end GPU 6 years ago. I doubt the old matching dual-core of the time will be able to keep up either. You'll need to get access to a newer PC to use Screen Capture.
