The name "Kinect for Xbox 360" in this case refers to the sensor hardware you could plug into either a PC or the Xbox.  It is differentiated from the "Kinect for Windows" sensor hardware.  The "Kinect for Windows SDK" can be used with either sensor for development.  It only runs on Windows 7 and Win8 preview Oses, though.  Not on Xbox 360.  You can use the new SDK to build XNA games -- but they won't run on the Xbox.  Only on the PC.
