Our application built on SP2010 is soon going to sunset. Our client does not want it to be migrated to Sharepoint 2013/2016 as apart from document libraries all other functionalities are customized.

We have around 40TB of data in document libraries across 1lakh site collections. We are building an extraction tool to fetch the document and metadata from libraries and put documents in Azure blob storage and data in Azure or local DB. Then this data will be integrated with an UI or tool.
