On SharePoint 2013 some ribbons from the Central Administration Area are grayed out. The user is a farm admin.
For example: New Web Application, New Service Application.

I already tried

• Run central admin as an administrator,
• disable UAC
• disable IE Enhanced Security Configuration (ESC)
• my user is a pat of farm admins and local admins group
• reinstalling central admin website

I can create New Web Application, New Service Application using Powershell, so its not a permission issue. 

When I click on a web application there is an error in Internet Explrer debuger:  Unable to get property 'WebApplicationPageComponent' of undefined or null reference

Please open IE with administration, and then access Central Admin.
