Because of this error, we are unable to work SharePoint. We were trying to re-configure the connection through Configure Wizard but it asks for Passphrase. We tried to reset passphrase through Management Cell, but it throws  error saying that we don't have permission and we see following warning message on cmd-

"The local farm is not accessible. Cmdlets with FeatureDependencyId are not registered."

We were using below command for passphrase reset-

have you tried to use farm or any higher privileged account to run those commands? You can also use below command to add new account to run management shell.

Add-SPShellAdmin-用户名域\用户
