Toggling breakpoints in visual studio 2013 is supposed to be able to be done using F9. Instead in Visual Studio 2013 on Windows 10 pro intercepts it and brings up Cortana search. I have disabled Cortana functions as much as possible but this  annoying problem persists.  Is there a way to disable all hot keys to Cortana?
