I checked the log of Temp folder, only find several VisualCppBuildTools_Core.log, not any installation log about the VS 2017, seems that the VS setup didn't start at first.

You said the installer itself stops, did you check if there is any Anti-Virus software or firewall that prevents VS running?

If there is not any block, please go to Control Panel to repair all the Visual C++ Redistributable package,  make sure windows update is up-to-date, clean up the %temp% folder and temporarily disable any antivirus software, reboot the computer,  refer to  Create an offline installer for Visual Studio 2017  to make an offline installer with full resource and perform a VS 2017 installation then.
