Ok, I know it seems like a totally idiotic question but the client isn't allowing SharePoint Designer to be installed. It's out of my hands and total asinine decision made by the powers above me. So take for instance I want to do a simple update of an item based on a user action... simple enough open up SharePoint Designer build it and publish. Simple and done live.  Instead there asking I open up visual studio develop the same thing available through SPD run it through a waterfall method and deploy it as a solution.. OK .. sure that makes sense.... So I think I already know the answer but for the record can you use VS in lieu of SPD for OTB workflows... Please prove me wrong because the only thing I know VS can do is deploy solutions to the farm that have to be configured by CA..
