I am running into roadblock dealing with an international deployment of SharePoint on premise where we want merge the European and US farms and then have the merged farms managed by our India offices and housed in our US data center. However, due to German and European privacy laws, no employees outside of Germany or the EU is actually allowed to view the German data. I need a way to mask the data in the content databases along with the presentation of the data within the libraries from the non EU Farm Admins and other administrative employees. They will need to see that a document exists, be able to migrate databases and things, but not be able to view the actual content in any manner other than the masked version.

This is not possible. If this is a concern, you will not be able to give those individuals access. As you cannot modify the database schema, the content (not necessarily documents, though they can be decoded in portions although not their entirety) will be visible to them.
