I already have Visual Studio 2010 Professional. Windows 8.2, 64bit (been running for years).

The new VS runs OK, as far as I can tell.

Is the failed package important? Will I notice/care?

I ran Collect.exe (twice) but it didn't leave a vslogs.cab anywhere. Perhaps it failed too.

How can I complete the installation?

Thank you for your post.

The error code means that the Multi-Targeting Pack is missing and failed to load.

Please look at a similar issue below:

Christiansen solve it by using an ISO image to re-install again.

So I still suggest you download ISO file and use FCIV to check its hash-value.

But for your next question:

If you need to use VS to build cross-platform apps and libraries for Microsoft platforms, you had better install this package well.

Because we need to write and build portable .NET Framework assemblies, and then reference those assemblies from apps that target multiple platforms such as Windows and Windows Phone.

As I mentioned before, an ISO image is the best way to install VS.

If you still have problem after inserting the ISO, run Collect.exe again, then find vslogs.zip file from the  %temp% folder, use onedrive share us the log file , I will help you analyze the root cause.
