Non of the tools will help you to move the timer jobs and external DBs. If you have any custom solution (timer job), you have to re write it because in cloud you have to use the add-in model.

If you are using the BCS (which i think, when you say external DB), i think this is also manual migration. configure BCS in your tenant.
