We need to update Azure SDK to 2.9  for Visual Studio 2015.

• First of all the installation instructions is written for sdk 2.8.2?
• When i try to run MicrosoftAzureComputeEmulator-x64.exe i get error:
  "This app cant run on your PC. To find a version for your PC, check with the software publisher".
  
  I have a PC with Windows 10 64 bit.
• When i try to run MicrosoftAzureLibsForNet-x64.msi i get error:
  "This installation package could not be opened. Contact the application vendor to verify that his is a valid Windows Installer package".

My problem with errors during installation was incomplete file downloads. Got problem when I, in Chrome, downloaded all 30 files at the same time. When download file by file it seems to work.
