I have some questions about the shatepoint enterprise licensing. 

In our case, we have a Sharepoint 2013 farm which enabled the Enterprise license.

However, we want to separate some of the Enterprise User to a newer OS, Sharepoint version. 

The question is, can we upgrade the Sharepoint 2013 to Sharepoint 2016 with the same key? Our key is from vlc center

Secondly, do we need to purchase another set of Enterprise cal lic for tgose who need to access both old and new sharepoint site with enterprise features?

Hi,

No, you cannot upgrade the SharePoint 2013 to SharePoint 2016 with the same key. You have to buy licenses for the SharePoint version you are using. That means you need to buy new licenses for SharePoint 2016 if you want to upgrade to SP 2016.

For all users using the SharePoint Server, they need Standard + Enterprise SharePoint User CALs. 

The official article tells that "SharePoint Enterprise CAL is additive: to access the Enterprise edition features of SharePoint, a person/device must have both the SharePoint Standard CAL and the SharePoint Enterprise CAL."
