Azure Backup and Site Recovery, both the services are related but they've different purposes. Azure Backup is used to protect and restore data at a more granular level. For example, a file or a chunk of data becomes corrupted, you can use Azure backup to restore that data. But, if you're planning for a BCDR and want to replicate your onsite set up to another datacenter or a secondary datacenter, you would use Azure Site Recovery.
