I just installed VS 2015 Pro on Win7 64 Pro in order to try Xamarin out. There's only one problem - there are no Windows Phone 8.1 project templates. Under Visual C#->Windows-> there's only Universal & Classic Desktop.

For Visual Studio using Xamarin you need to select a Xamarin project apparently.

I'm not certain about the link you display. I don't believe that Windows 8.1 SDK could be used on Win 7 since Win 7 OS would not have the capabilities that Win 8.1 OS has so how could Win 7 OS actually run an app develope7 for Win 8.1? It makes no sense nor would I recommend you installing that SDK on Win 7. Nor install any Win 10 SDK's on Win 7. I would remove that SDK off your Win 7 system. And ask in the future before attempting to use SDK's provided for greater OS versions than the one you are using.
