I need urgent solution for the problem I am Facing as below

We have SharePoint 2013 Environment Set up and in our Production Environment Uls Log File are continuously growing every second .

You can't ever stop the ULS from being written to, it's integral to SharePoint.

But you do need to have at least one server in the farm running the Distributed Cache service. Go into Central Admin -> Manage Services on Server, then start the Distributed Cache service on the server of your choice. Generally this will be either a dedicated SharePoint server or a web front end.
