I can't create resources or access them. It says I've created an Azure AD named <g class="gr_ gr_19 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling" data-gr-id="19" id="19">kylegtest</g> but then it does not show up in the UI. Overall my Azure portal acts very weird and isn't working.

You need to either be either subscription admin or be granted access from the subscription admin as a contributor. If you area already the subscription admin you should be able to do this, but if you are not you need to be granted permission. Do you have at least a Contributor role? 

If someone else is the subscription owner, that admin can grant you access either through the portal or through powershell. 

The easiest way for admin to do this is to give you the role through the portal. In the Subscriptions tab in the portal, select the subscription and go to IAM (Identity and Access Management). Select the role that you wish to give to the user and add the user. The contributor role will give you the right to create/delete resources.
